Home Language Survey (HLS)

The Civil Rights Act of 1964, Title VI, Language Minority Compliance Procedures, requires school districts and charter schools to determine the language(s) spoken in each student’s home in order to identify their specific language needs. This information is essential in order for schools to provide meaningful instruction for all students as outlined in Plyler v. Doe, 457 U.S. 202 (1982).

The purpose of this survey is to determine the primary or home language of the student. The HLS must be given to all students enrolled in the school district/charter school. The HLS is administered one time, upon initial enrollment in Indiana, and remains in the student's cumulative file.

Please note that the answers to the survey below are student-specific. If a language other than English is recorded for ANY of the survey questions below, the English proficiency placement tests (W-APT for Kindergarten or WIDA Screener for grades 1-12) will be administered to determine whether or not the student will qualify for additional English language development support.

1. What is the native language of the student?
2. What language(s) is spoken most often by the student?
3. What language(s) is spoken by the student in the home?

The Home Language Survey Form has been translated into 12 languages.

Migrant Work Survey

The purpose of the work survey is to have proper identification of migrant students for additional educational support.

Qualifications for Migrant Education Program

• Did the child move (alone, with or to join a parent, spouse, or guardian) within the last 36 months?
• Was the move from one school district to another?
• Was the purpose of the move to obtain work that is (1) temporary or seasonal AND (2) agricultural or fishing?
• Was the work an important part of providing a living for the worker and his/her family?

Work Survey Procedures

• All schools must collect the Migrant Work Survey completed by the parents of all students (aged 3-21) currently enrolled in the district annually.
• Schools must file the original work survey form collected in each student’s cumulative folder.
• Migrant work survey should be a part of the enrollment process.
• Preschool students must be included.
• Parents should list all children ages 3-21 in their household in the work survey form.
• Even a college student under the age of 22 who is an eligible migrant student can receive available migrant services.
• If there is any student identified as a potential migrant student through the work survey, the district’s office will contact a recruiter at the regional resource center to continue with the migrant student identification process.
